Regulation and Policy Development

Under Ontario Regulation 166/06, TRCA is responsible for managing the renewable natural resources within nine GTA watersheds. The goals of this regulation are to ensure public safety and protect property with respect to natural hazards, and to safeguard watershed health by preventing pollution and destruction of sensitive environmental areas such as wetlands, shorelines and watercourses.

In addition to adminstering Ontario Regulation 166/06, TRCA has developed the Living City Policies (LCP) and a Procedural Manual for guiding the organization’s participation in the planning and development process.

Regulation

TRCA’s Regulation, made under the authority of Section 28 of the Conservation Authorities Act, is known as Ontario Regulation 166/06. The full title of the Regulation is Toronto and Region Conservation Authority: Regulation of Development, Interference with Wetlands and Alterations to Shorelines and Watercourses.The Minister of Natural Resources approved Ontario Regulation 166/06 on May 4, 2006. Ontario Regulation 166/06 is now in force and has replaced our former regulation, Ontario Regulation 158.

The main objectives of Ontario Regulation 166/06 are to ensure public safety and protect property with respect to natural hazards and to safeguard watershed health by preventing pollution and destruction of sensitive environmental areas such as wetlands, shorelines and watercourses.

Ontario Regulation 166/06 establishes Regulated Areas where development could be subject to flooding, erosion or dynamic beaches, or where interference with wetlands and alterations to shorelines and watercourses might have an adverse effect on those environmental features. Under Ontario Regulation 166/06, any proposed development, interference or alteration within a Regulated Area requires a permit from TRCA.

Policy Development

As an agency responsible for managing the renewable natural resources within nine GTA watersheds, TRCA continuously strives to improve its policies and approach to land use planning and development.

TRCA has completed a comprehensive review and update of the Valley and Stream Corridor Management Program (October 1994), which is now superseded by a new policy document, The Living City Policies for Planning and Development in the Watersheds of the Toronto and Region Conservation Authority (November 2014).

TRCA has also developed a Procedural Manual that provides detailed information on our review procedures and submission requirements as part of our roles in the planning and development process as well as detailed technical guidelines on a number of topics.
