Toronto and Region Conservation Authority (TRCA), in partnership with the City of Toronto, is undertaking minor maintenance works on a shoreline erosion control structure at Rouge Beach Park in order to protect against the hazards of shoreline erosion and address public safety concerns.
Project Location
The project area is located in Rouge Beach Park in Scarborough, City of Toronto. The area of concern includes an armourstone beach curb located along the north shore of Lake Ontario, near the mouth of the Rouge River.

Project Background
Rouge Beach Park is part of the larger Rouge National Urban Park. TRCA monitors erosion control structures located along the shoreline of the park on an annual basis through the Erosion Risk Management Program (ERMP).
Site inspections in 2020 revealed that a beach curb within the park has experienced significant displacement of armourstone and rip rap material, resulting in voids between the structure and the adjacent trail. The damage to the structure places the trail at risk and is a safety hazard to trail users.
The objective of this maintenance work is to repair the beach curb and reduce the risk to public safety.
Scope of Work
The scope of this project includes the following components:
- Site setup, including site fencing, staging and stockpiling areas, and daily perimeter control
- Realignment of the top layer of armourstone along the beach curb
- Filling of voids behind the armourstone with new stone material
- Site restoration as required
- Demobilization, including removal of fencing and construction equipment
Construction Information
The work is scheduled to commence the week of October 19, 2020 and is anticipated to be complete by November 6, 2020.
To ensure public safety, a portion of the trail, highlighted in red on the map below, will be closed during construction hours (Monday to Friday, from 7:00 a.m. to 4:30 p.m.).
The green trail route will remain open, but will be fenced off at the work area to prevent public access. Please adjust your route accordingly. The full trail will be open for public use on evenings and weekends.
For your safety, please respect all posted signs and stay clear of the work area and equipment. Your cooperation and patience with this undertaking is appreciated.

Project Updates
October 22, 2020
Site setup is complete and repair work to the beach curb has begun. That area of the trail will be closed from 7:00 am to 4:30 pm while the work takes place. Notice of Construction signs have been placed at key trail access points and intersections.
October 29, 2020
Construction continues on the beach curb. Crews are realigning the top two layers of the beach curb and are filling in voids with smaller stone material.
November 5, 2020
Work on the beach curb is now complete. The armourstone has been realigned and the voids between the stones and the trail has been filled with smaller stone material. Work crews have removed all fencing and the trails are now fully open to the public.
