Toronto Region Conservation Authority (TRCA) and the City of Toronto have been approved for financial support under Infrastructure Canada’s (INFC) Disaster Mitigation and Adaptation Fund (DMAF) to proactively address erosion caused by flooding by repairing, remediating and enhancing the resilience of Toronto’s ravines, waterfront shoreline structures and tree canopy.
Project Background
Infrastructure Canada is investing $68.1 million in support of TRCA’s Toronto Region Ravine Erosion Risk Management and Hazard Mitigation Project, Toronto Waterfront Erosion Hazard Mitigation Project, and City of Toronto’s Tree Canopy and Waterfront Shoreline Project through the DMAF program.
These projects focus on addressing the most vulnerable erosion hazards to property and critical infrastructure which were impacted during the July 8, 2013 major rainfall event, the 2017 and 2019 record high Lake Ontario water levels and the April 2018 wind and ice storm event. These events have caused significant damage in ravine areas within TRCA’s jurisdiction and across the City of Toronto waterfront.
Projects will be phased over a 10-year period and completed by March 31, 2028. Development of Studies and Designs will be completed by engineers, geoscientists, and other qualified professionals. Projects will be implemented using proven best management practices to maximize the asset lifespan and minimize potential environmental impacts during construction. Evaluation of potential environmental risks will be assessed on a sub-project basis to account for the unique elements at each site.
Project Overview
The TRCA-led Toronto Region Ravine Erosion Risk Management and Hazard Mitigation Project will focus on address ravine erosion hazards through the implementation of erosion control and slope stabilization works. These works will provide protection for critical public and private infrastructure and improve the resilience of our urban ravine systems.
The TRCA-led Toronto Waterfront Erosion Hazard Mitigation Project will focus on maintenance of TRCA waterfront erosion control structures along the north shore of Lake Ontario returning these structures to a state of good repair. This will provide a resilient system capable of withstanding current and predicted severe weather events in order to mitigate the risk to public safety, property, infrastructure, the environment and economic disruption.
The City of Toronto-led Toronto Tree Canopy and Waterfront Shoreline Project in partnership with TRCA will work to proactively address floods by repairing, remediating and enhancing the resilience of Toronto’s waterfront shoreline structures and tree canopy. The proposed shoreline infrastructure repair, remediation, and enhancement projects will prevent further land loss along the waterfront, strengthen the Toronto shoreline’s resilience and reduce risks from future extreme weather events.
